Dear District 9 Residents & Friends,
I would like to take the time to congratulate the McAllister Park Little League baseball team for its historic season by becoming the first ever little league team from San Antonio to make it all of the way to the Little League World Series. We should all be very proud of their accomplishments and of the discipline that they displayed. The examples of hard work and determination that these young men displayed should serve as an inspiration to all children.
I had a wonderful time welcoming the boys home at the airport on Monday night and I am also very proud of the efforts of the team's supporting cast of coaches, parents and volunteers. Without their diligence and faith in these young men, their historic season would never have been possible. This team has brought much pride and enthusiasm to our city and we can all learn from their efforts. I wish the McAllister Little League the best of luck for next season and I hope that the players have a great school year.

VIA Kicks Off SmartWaySA Initiative
SmartWaySA is an exciting, new process for planning the development of an integrated system of high-capacity, multimodal transit service for the future of our community. Chan, Sculley Host District 9 Community Budget Meeting
On August 27th, District 9 City Councilwoman Elisa Chan and San Antonio City Manager Sheryl Sculley hosted the District 9 Community Budget Meeting at Barbara Bush Middle School, where the City's proposed fiscal year 2010 budget was presented to the nearly 40 District 9 residents who were in attendance. Mrs. Sculley and her staff gave a detailed presentation that illustrated how the allocation of the City's financial, human, and capital resources will be directed in order to achieve policy goals while remaining focused on the City's core mission and increasing efficiency in the delivery of basic City services.
The FY 2010 Proposed General Fund Budget is balanced and eliminates a projected $11 million shortfall. The proposed FY 2010 budget reduces expenditures by 5% compared to the FY 2009 budget. This will include $19 million in recurring cuts, with a majority of it being achieved through efficiencies and reduced overhead are being recommended. Service enhancements are recommended in the proposed FY 2010 budget, including 50 new police officer positions, 27 new fire uniform positions and funding for enhancing the City's streets through pavement preservation are also being recommended. The City property tax rate will be slightly reduced to reflect the consolidation of clinical health services with the County's University Health System. Automated garbage collection conversion will be completed next year, without any increases in the solid waste fee.
There has also been a proposal for a shift in the hours of operation for City's public library system. Under the proposed budget, the new hours for the Brook Hollow Public Library would be noon to 8 p.m. on Monday and Wednesdays and 10 a.m. to 6 p.m. on Tuesdays, Thursdays, Fridays and weekends. District 9 will also be benefiting from a new fire engine company, with 15 new uniform positions, that will be added to Fire Station #23 at the San Antonio International Airport. This will address an extended response area north of the airport to improve response time. In addition, Fire Station #31 on West Avenue has also been designated for fire station renovation. The City was also recently awarded a $1 million Urban Indoor Recreation Grant for the construction of a 4,000- square-foot Urban Ecology Center at Voelcker Park. The grant will fund the development of interpretive features, a classroom, offices, furnishings, restrooms, parking, water harvesting, water connection, solar lighting and drainage.

Gated Community Residents Urged to Check CPS Energy Bill
It has been brought to the attention of the District 9 City Council office that several District 9 residents who live in gated neighborhoods have been incorrectly billed by the City of San Antonio for solid waste fees, which are included in your CPS Energy bill. If you discover that you are one of the affected residents, please call the City's Solid Waste Management Department at 207-6472 to make arrangements for a refund.

October 6 - National Night Out
Councilwoman Elisa Chan would like to invite the District 9 HOAs and Neighborhood Associations to participate in the 2009 National Night Out festivities. Councilwoman Chan and her staff will be making stops in District 9 neighborhoods to get a first hand look at each neighborhood's anti-crime efforts. This will also be a great opportunity for you to meet with the Councilwoman or a member of her staff to let us know how things are running in your neighborhood as well.
